| 环境保护 environmental protection 采取社会的、经济的、技术的综合措施，合理利用自然资源，防止环境污染与破坏，以求保持和发展生态平衡，促进经济和保障人类社会的发展。随着对环境问题的认识，环境保护的内容和方法不断深化。20世纪60年代，科学家们发现环境污染造成的损害是全面、长期和严重的。1972年第一次世界人类环境会议后，“环境保护”这一术语才被各国所接受，大多数国家开始把环境保护列为一项国家政策。但也产生了环境与发展二者不可得兼的分歧。直至80年代后期，环境与社会经济协调发展的原则，才为广大公众和决策者所理解 。与此同时 ，危及地球安全的温室效应、臭氧层耗损（见臭氧层空洞）、酸雨、物种消失和海洋环境等日益明显的环境问题，导致了以保护地球安全为目标的国际合作行动（见联合国环境与发展会议）。中国1973年建立了从中央到地方的各级环境保护管理机构。1983年把环境保护列为一项基本国策。1992年中共中央、国务院批准外交部、国家环保局提出的中国环境与发展十大对策。 |
