[住房抵押贷款]是指以住房作抵押品,由银行发放的一种消费信贷。其基本做法是,放款人放款时,由借款人提供房产契约作担保。借款人如能在期满时归本还利,即可赎回抵押物,到期不还,即由放款人通过一定手续“吃没”抵押品。从放款人的角度看,房产押款有的是为了“吃没”抵押品,有的是为了获取高利息,有的则是为了作信用担保。从借款人角度看,房产押款有的将抵押所得款项用于扩大再生产,有的则用于房地投机,有的为了偿付其他债务或费用。这种办法符合住宅使用周期长,价值大的特点,对于加快住房投资的周转,提高宏观投资效益有着重要作用。
