使用兴奋剂英文版《奥林匹克宪章》中用“Dopins’’一词来表述使用兴奋剂这一概念。“使用兴奋剂”定义的基本框架最早是在1963年由欧洲体育联合会提出的，1964年10月在由国际运动医学联合会召开的东京国际兴奋剂会议上被正式采纳。被国际奥委会认可的“使用兴奋剂”的定义为:“给予使用或参加比赛的运动员使用任何体外异物，或任何异常剂量的或通过任何异常途径摄人体内的生理物质，其惟一的目的在于以人为的不正当手段提高竞赛中的运动成绩。”应特别指出的是:上述“使用兴奋剂”的定义中既包括使用，也包括参与使用非法药物和方法。此外，国际奥委会在解释什么是“使用兴奋剂”时还明文规定:“当需要进行医务治疗时，使用任何可因其性质、剂量或用法而人为地提高运动员竞赛中的运动成绩的物质，也被看作是使用兴奋剂。” 体育运动中禁止使用的各种物质和方法，由国际奥委会统一列出一份名单，定期修改并公布在《奥林匹克宪章》第48条医务条例中。因此，不论是有意还是无意地使用或参与使用该名单中的禁用物质或方法，即为使用兴奋剂。
