| 许可证贸易 licensing 国家管理对外贸易，为限制某些商品的进出口而采取的一种制度。贸易保护主义的一种形式。做法是，国家对要限制进口的商品，事先公布目录，列入目录中的商品，进口商必须向政府主管机关申请，并取得进口许可证后，才能办理进口手续。进口许可证注明所要进口商品的名称、数量、来源、金额和有效期限，进口商必须按规定办理。对于限制出口的产品，国家也事先公布目录，出口列入目录的商品，必须向政府主管部门申请，并取得出口许可证后才能办理出口手续。凭出口许可证方可出口的商品一般包括：国内生产所需的原材料、半制品及国内供应不足的商品；战略物资；实行自动限制出口的商品。文物、艺术珍品也属于出口许可证制范围。出口许可证注明所要出口商品的名称、数量、出口去向、金额和有效期限。 |
