氯丁橡胶均以乳液聚合法生产，生产工艺流程多为单釜间歇聚合。聚合温度多控制在40～60℃，转化率则在90％左右。聚合温度、最终转化率过高或聚合过程中进入空气（氧气）均会导致产品质量下降。生产中用硫磺－秋兰姆（四烷基甲氨基硫羰二硫化物）体系调节分子量。硫磺－秋兰姆体系的主要缺点在于硫键不够稳定，这是影响贮存性的重要原因之一。若用硫醇调节分子量，则可改善此种性能。氯丁橡胶与一般合成橡胶不同，它不用硫磺硫化，而是用氧化锌、氧化镁等硫化。
