After analyzing the defects in the management system for river basins in the newly promulgated 《Law of water》,it is suggested that we should build a management institution of river basins with definite obligation which can harmonize the relationship among departments and supervise provincial administration bodies of water.
新《水法》流域管理体制存在着流域管理机构的协调职责、法律地位和职责权限不明确以及规划制订分工不合理和执行无保障等问题。

【《关于进一步改革外汇管理体制的公告》颁布】1993年12月28日，中国人民银行颁布了《关于进一步改革外汇管理体制的公告》。其主要内容有:(l)从1994年1月1日起，实现汇率并轨，实行以市场供求为基础的、单一的、有管理的浮动汇率制;(2)取消外汇留成和上缴制度，将过去的中央银行结汇、售汇改为外汇指定银行结汇、售汇制，实现人民币在经常项目下有条件的可兑换;(3)建立全国性的银行间的外汇市场，形成合理的市场汇率形成机制;(4)取消外汇收支的指令性计划;(5)停止发行外汇券，禁止外币在境内流通，取消境内外币计价结算。
