| 包拯（999～1062） 中国宋代大臣。字希仁。庐州合肥（今属安徽）人。北宋仁宗时进士。曾任州、县官，后升任天章阁待制、龙图阁直学士、开封知府、御史中丞、枢密副使。他为官刚直不阿。他主张对外严修武备，精选将才，招募义勇，广储粮食，以抵御外侮；对内抑制宦戚特权，选用贤俊，广开言路，整饬吏治，轻徭薄赋，与民休息。强调立法必须既要对国家有利，又要对百姓无害；反对随意变更法令，主张务德慎利，明正赏罚 。他严格执法 ，铁面无私 ，敢于摧折权贵，为民伸冤。包拯在后世被广为称颂，民间誉为包青天，并编有许多颂扬其事迹的文艺作品。 |
