| 帕金森定律 Parkinson’s Law 官僚主义或官僚主义现象的一种别称。源于英国学者C.N.帕金森所著《帕金森定律》的标题。后成为官僚主义的代名词。 帕金森定律指出：官僚主义者喜欢无事忙，通过扩大下属机构抬高自己的身分，因而行政机构总是呈金字塔形，并按一定速度增长。各种委员会的人数总是不断增多。当委员会成员增加到20人以上时，委员会的工作效率大大降低，于是其中少数起作用的委员便构成核心，成为实际领导机构 ，而一般委员则不起作用。人数持续扩大，致使委员会名存实亡。在各种会议上，官僚主义者总是无原则地拥护一方反对另一方，或者像表决机器一样为他人所操纵。各种考试制度多流于形式、弊端丛生，官僚主义者所需要补充的人员是“下手”而不是“对手”，总是反对任命或者提升任何将来可能胜过他自己的人。办公大楼愈堂皇，设备愈精致，往往管理愈混乱，管理者愈腐败无能。年老迟钝而又居领导职位的人不肯退休，使下级的接替者倍受挫折，心灰意懒或产生变态心理。 |
