公积金(publie reserve fund)社会主义农业合作经济组织为扩大再生产而建立的专项基金。它的形成主要是在年终分配时从总收入中按一定的百分率提取。中国在农业生产合作社时期，公积金的提留数量，一般不超过合作社当年总收入的5%，如1957年全国平均为4.9%。建立人民公社以后，最初两年提留的比例过大，1958年全国平均为9.8%，1959年为10.2%。以后，按照政策规定，一般都控制在3一5%以内。如1962年全国平均为4.41%，1950年为4.45%。少数经济作物区、城市郊区等收入水平较高的生产队，公积金提取的数量可稍多一些。收入水平低或因遭受自然灾害收入减少的生产队，可以少提或不提公积金。根据这种原则规定，每年提取公积金的具体数量，由社员大会讨论决定。农村普遍推行家庭联产承包责任制以后，农村合作经济组织由于经营形式、经营内容和经营规模的不同，因而在经济收入上的差别较大，对扩大再生产的资金需要和提供能力很不一致。因此，没有可能和必要再按统一的要求来确定公积金的提取数量，而由各种合作经济组织根据各自的特点，按照扩大再生产的需要和实际的可能，分别确定公积金提取的比例。 公积金除主要在年终从总收入中按一定的比例提取外，其他的来源有:固定资产的折旧基金、变价收入和残值收入;国家征用土地所付的土地补偿费;国家机关或其他单位无偿拨给或奖赠的固定资产等。 公积金是农业合作经济组织扩大再生产的资金来源，是巩固和发展农业合作经济的物质基础。管好用好公积金是合作经济组织经营管理中的一个十分重要的问题。公积金要专款专用，即只能用于扩大再生产，而不能挪作他用。公积金的用途主要是:购置固定资产，进行农田水利及其他基本建设等。 (王锡桐)
