Based on introducing the quality and the concepts of quality model,this paper analyzes on the differences between the HR manager with good achievements and the common HR manager,and puts forward the processes,methods and frames of developing the quality model of HR manager.

Therefore, in today’s global competition, shaping the quality of international managers and their cross-cultural awareness is becoming the top priority of both enterprises and Chinese universities.
