Since the 1980s,the world community development and the rule of law entered a new phase;under this background,great progress are made in administrative control legislation both in the mainland and Taiwan in nearly 20 years,in the process of the rule of law exists larger comparability.

In the 20 years from 1981 to 2000 in China, the teaching pattern research ran through three stages of introduction, theoretical exploration and pattern construction and its content covered the concept, structure, features, function, category, choice, application and construction.
