Folklore refers to the styles of life and culture created, shared and inherited by different regions and nations, along with all the kinds of Folklore artworks are created, applied, exchanged and propagated for its various folk routines.

This paper mainly deals with the nature and function of popular art and refined art, and the relationship between higher art education and popular &refined art, then, the author brings forward some ways for the refined art to attract more college students.
