Only a clear definition of administrative collecting of public security, a new examination of the relationship among administrative collecting of public security, administrative punishment and confiscation, a rational cognition of some prominent problems emerging in enforcing the law, can good countermeasures be found out.

This paper presents an improved genetic algorithm based on operating-cluster improvement strategy in which the infeasible solutions arising out of GA operation are improved into feasible ones.
