Based on the analysis of the existing historical materials,writting in Qing Dynasty and book-collecting seals and so on, this paper confirms that Qian Xi an is the book collector Qian Guisen in Taizhou,Jiangsu in late Qing Dynasty,rather than Qian Daxin as Yuan Hui said.

On the basis of the Analysis,through the example of Sanming Guifeng village,the article mainly discuss the garden\'s construction in the protecting traditional rural style,road system planning,construction of infrastructure.
