质量体系国际标准化组织(JSO)对质量体系的定义是:为实施质量管理所需的组织结构、职责、程序、过程和资源。定义的三条注是:①质量体系所包含的内容只要能满足质量目标的需要即可。②一个组织的质量体系主要是满足其内部管理的需要，比某一特定顾客的质量保证要求要宽，顾客仅评价质量体系的一个部分。③为了合同的或强制性的评定的目的，可要求对指明的质量体系要素的实施进行证实。上述定义表明，质量管理是通过质量体系的建立和运行来实施的，质量体系是由组织结构、职责、程宇、过程和资源组成的有机整体。识别过程并对过程进行管理，对质量体系的建立具有重要意义。15()制定的所有质量管理和质量保证的标准都是建立在“所有工作是通过过程完成的”这一认识的基础上的。过程是“将输入转化为输出的一组相关联的资源和活动”。每一过程都有输入和输出。输出是过程的结果，即有形或无形由产品。完成过程必须投入一定的资源和活动，资源可包括人员、设寇、设备、技术和方法。一个组织存在着若十个过程，各过程是相互关联的，存在接口关系，形成一个过程的网络。一个组织建立质量体系时，应识别、组织并管理其过程网络和接口，通过过程网络来创造、改进和提高产品质量。
