中国政府依据对外开放政策的总方针，在深圳、珠海、汕头、厦门和海南等地试办经济特区。为了推进特区经济发展，中央政府制定了特殊的财政政策，即实行财政收入全留，在发展过程中财政收支自求平衡。实行这种办法，特区政府可以在辖区部门、企业、单位、居民之间适当处理其分配关系。
特区财政既服从国家财政的统一领导，又因国家给予特殊政策而有着比一般地区更大的财政自主权。其特点有：①在国家规定权限内，可以出租土地或出让土地使用权，其收入或作为特区财政收入，或形成土地开发基金，在特区财政部门监督下，专项用于土地开发，包括征地费、拆迁安置补偿费、土地开发区内基础建设费以及有关的业务费用等。②财政管理和监督大量地涉及中外合资经营企业、中外合作经营企业、外商独资经营企业，以及特区财政税务各部门，在贯彻国家涉外税收政策，遵守国家统一的涉外税法前提下，有较大权力决定对各类外商投资企业的优惠条件。③财政支出以完善特区内部功能、社会基础设施和公共消费为主。④有权举债投资，重点用于基础设施建设和城市公共设施建设，以改善投资环境，吸引外商来特区投资办企业。
