关税保护原则（Tariff Protection Principle）
主张各成员方应主要通过关税来保护国内工业，即关税是各成员方保护国内工业的惟一合法方式。这是因为：（1）在市场经济的贸易管理中，关税占重要地位；（2）关税比其他贸易措施给进口带来的损失较小；（3）在关税制度下，最惠国待遇和国民待遇易于执行；（4）通过关税，易于辨认一国是否采取歧视性政策，使保护程度一目了然，便于对各国关税保护水平进行比较。
从国际贸易的发展趋势来看，不断地降低关税水平成为贸易发展的大趋势。关税减让(Rule of Tariff Concession)也一直是多边国际谈判的主要议题。
关税减让谈判一般在产品主要供应者与主要进口者之间进行，其他国家也可参加。双边的减让谈判结果，其他成员按照最惠国待遇原则可不经谈判而适用。在关税减让方面，对发展中国家一般有5到10年的缓冲期。例如，信息技术产品的关税，发达国家到2000年实行零关税，对发展中国家，可能到2010年或2020年才执行零关税。
WTO和其法律体系的建立使得国际贸易自由化成为可能，它逐步减少和消除成员国政府以关税、管制立法、数量限制和通过其他国内立法与行政措施设置的贸易壁垒以及其他扭曲国际贸易的自由平等竞争的行为。
