技术合作国家与国家或单位与单位之间为提高科学技术水平、发展某项事业彼此提供技术帮助或共同完成某项技术开发任务的活动。包括技术情报和技术经验的交流、技术专利的交换、共同勘查研究设计、互派专家、接受实习生等活动。一般来说，技术合作是双向的，因此，合作的双方或多方的技术水平必须大致相当，并在不同领域各有所长，这样才有发展技术合作的条件。当前国际间多边和双边的技术合作广为流行，大型技术合作涉及几个国家、几千家科研机构和高等院校。一些国际经济组织对成员国间技术合作常在经济上予以支持，如提供低息贷款、给予补贴等。但有一些技术合作协定实质上是技术援助协定，只是故意回避援助、受援助等词。垄断企业间有许多技术合作协定，实质上是国际卡特尔协定，只是为了逃避反托拉斯法，借技术合作之名作为掩护。目前，国际上参与技术合作的主体除各国政府外，主要还有以下几种类型:①中间商。本身没有技术和销售渠道，专门从中牵线搭桥，收取佣金。②贸易商。专门从事进出口贸易，本身没有技术，但有销售渠道。③工业企业。从事产品生产和技术开发，靠出口设备、技术盈利。与这些企业合作往往要通过贸易商或者中间商进行联系。④跨国公司。从事产品生产、技术开发和进出口贸易，控制着从原料来源、零部件加工到制成品生产、销售市场等一系列环节，一般搞多种经营，财力、物力都很雄厚。⑤银行界。近年来，银行为游资寻找出路，也开展了为投资者牵线搭桥的中间商业务，但一般不收取费用，若项目成功，为投资者提供财力帮助。
