经济联盟，是指两个或两个以上的国家之间通过达成某种协议，不仅要实现共同市场的目标，还要在共同市场的基础上，实现成员国经济政策的协调。经济联盟的显著特征是，在成员国之间实现市场一体化的基础上，进一步地实现为保证市场一体化顺利运行的政策方面的协调。这种政策协调包括财政政策的协调、货币政策的协调和汇率政策的协调。这种政策协调，从根本上有助于商品市场、资本市场和劳动力市场的顺利运行，在很大程度上消除了成员国政府经济政策的某些调整方向，或调整程度的不一致给市场一体化正常运行带来的干扰。经济联盟是经济一体化程度更高的经济一体化组织。参加这种一体化组织的国家不仅要时常让渡对商品、资本和劳动力的干预，还要将政府干预或调节经济的主要政策工具上缴给超国家的国际经济一体化组织。有些一体化组织更进一步，还要实现货币联盟。现实中比较典型的经济联盟是“欧洲经济共同体”。
