By analyzing the meaning,principles and existed problems of target sustainability of highway construction projects,it can establish evaluation index system and model of sustainable development of highway construction,based on matter-element analysis,so as to achieve the purpose of inproving sustainable development capacity.

Based on the discussion of the target sustainability of expressway projects, paper enriches the evaluating content, and analyzes the developing target of expressway in three aspects, what are coordination relation between national economy and social development, moderate development between district transportation system and synthesizable one, projects sustainable development.

The present situation and the problem of the goal sustainability assessment of expressway in China were introduced in the paper.

There exists some defects in the semantics of traditional persistent goal,which make initiator lose their controls of interoperations.

The model for "target sustainability assessment" of highway construction project using AHP (analytic hierarchy process) and integrated fuzzy assessment method,can provide valid method and reference for sustainable assessment of highway construction project.
