【社会消费】在中国国民经济核算体系中，指政府消费和集体消费这两个部分。政府消费是政府财政支出中用于最终消费的部分，即政府部门总产出减去其销售收人后的余额。在实际工作中，通常按支出法计算政府消费，它包括财政支出中的行政管理费(包括武装警察部队经费和公检法支出)、国防费、文教科学卫生事业费、工交商部门事业费、各项农业事业费、民政事业费以及城市维护、地质普查等支出之和，扣减设备购置和人民助学金，再加上行政事业单位的虚拟固定资产折旧费。集体消费是指各种生产单位和团体支付与本身生产活动无直接关系的、仅供集体最终消费的物质产品和服务的支出，具体包括集体福利设施费、集体福利事业补贴和文娱体育宣传费，以及农村村民委员会经费开支等。
