“保护贸易”的对称。国家对进出口贸易不进行干涉，不加以限制，允许商品自由地输入和输出的政策。19世纪，英国凭借它的工业优势，实行此项政策有六十年之久。以后，实行这种政策的国家极少。第二次世界大战后，《联合国宪章》规定了自由贸易原则，但保护贸易盛行。
