Using the projection of fuzzy sets,we get one method by which we can optimize somemodels of comprehensive evaluation,the method is a new one by which we can deal with muti-targets sys-tems.

This paper proposes a kind of orthogonal basis fuzzy-neural (OBFN) network , and discusses a construction method which is called orthogonal fuzzy sets (OFS) method The parameters of the OBFN network constructed by the OFS method have clear physical interpretation , and can be constructed through less calculation.
