评价一个地区个体或集体儿童发育状况的依据。搜集当地有代表性的大量健康儿童的某些发育标志的正常数值，按性别、年龄(或月龄）计算出各发育标志的平均数、标准差和标准误。由于许多发育标志的平均数值随时间而有变动，故5～10年即需重新制定发育标准。
