当胚胎发育至第4周时，在原始口腔侧上方有两个突起称为上颌突。上颌突上与鼻侧突融合，形成鼻侧、鼻翼、面颊的上部；上颌突下与球状突相连，生成鼻孔底和上唇的外侧部分。在深部发育成颧骨、上颌骨和在口腔内由牙槽突向中线方向生长的两个腭突。第8周时，两侧腭突渐与前颌相连，构成完整的牙槽嵴，第9周时两侧腭突先在中线后在鼻中隔相连，形成硬腭。
