According to the stage management principle for sudden events,and based on the scene and characteristics of emergency communication support during sudden events,this article discussed and proposed a four-stage closed loop and general feedback model,including disaster prevention,emergency response,communication guarantee and rebuilding for public mobile communication network.
文章基于突发事件分期管理原则,按照突发事件下应急通信保障的场景和特征,探讨创建了公用移动通信网应急管理预防、抢通、保通、重建的四阶段闭环、反馈一般性模型,并以公用移动网应急能力研究为例讨论了模型的应用,文章为公用移动网应急能力评价与优化、应急通信科学组织与实施提供依据。
