As early as 1990s,insurance companies and insurance regulators have been plagued by vicious fees competition in aviation accident business which,from economic perspective,is originated from the following reasons:i)simple products and single price;ii)buyer monopoly(buyer oligopoly)resulted from limited distribution channels and price control which gener- ates a lot of profits.

In this paper, according to the current situation that the construction cost is higher than practice, a few of new concepts are analysed including control quality, guiding price and competitive fee.
