中国电影剧作家。1933年 7月12日生于河北省涿县。中学时代开始从事诗和小说的写作。1952年考入中央文化部电影局所属北京电影学校第一期编剧班，比较系统地学习了文艺与电影基础知识，并开始了电影文学剧本的写作。1954年毕业后在中央电影局电影剧本创作所工作，1956年调长春电影制片厂；1983年调北京电影制片厂。他先后创作的电影文学剧本被搬上银幕的有：《鸿雁》(1960)、《路考》(1963)、《创业》(1975)、《希望》(1977)、《自豪吧！母亲》（1979）、《但愿人长久》(1980)等。《创业》以洋溢的热情，颂扬了大庆石油工人创业的事迹。影片映出后，获得广大观众的赞赏。该片诞生于"文化大革命"文艺一片空白期间，意义很不寻常。《但愿人长久》作为一部伦理道德题材的电影文学剧本，在拍成影片上映后，引起较大注意，它反映张天民在探索新的题材领域。张天民是全国电影文学学会副会长兼秘书长，中国电影家协会理事。
