日本佛教天台宗僧人。净土宗教祖之一。俗姓卜部，大和国(今奈良县)人。幼丧父，在比睿山师事良源。15岁任讲师，精通显密。后屏居横川慧心院教授，精修净业，从事著述,时人称"慧心僧都"。986年将所撰《往生要集》3卷托便船送往中国,由台州商人周文德持赠天台山国清寺。后其弟子寂照赴华时，他提出有关天台宗疑义27条，转请四明(今浙江宁波)延庆寺天台学者知礼解疑。知礼惊其造诣之深，作答释寄还。后被补为"内供奉"十禅师之一。曾于首楞严院东南建花台院，安置丈六的阿弥陀佛像供人礼拜。后被尊为日本净土真宗的第六祖。在日本天台宗内，其法系称为"慧心流"。著作共有70余部,150余卷。主要有宣说天台宗教义的《一乘要诀》；宣传天台宗"观念念佛"和善导等"称名念佛"理论的《往生要集》，为后世日本净土宗重要教典。他的净土教思想为镰仓时期的新佛教奠定了基础。近代有《慧心僧都全集》行世。
