通常是指初审工作的书面意见，亦称审稿意见。它虽然没有固定的格式，但其内容包括原稿基本情况、原稿优缺点和原稿处理意见等几部分。审读报告的目的是为了复审或终审时能比较具体地而又概括地了解原稿的全貌。因此，它的重点是对原稿的思想和学术(资料)质量作出正确的判断，由此提出公正合理的和明确妥善的处理方案(建议采用、进入加工或退回作者修改,以及退稿等),还包括一些建设性的其他意见。需要退回作者进行修改的稿件，要向作者提出修改意见，采取商量的态度，力求一次把意见全部提完，避免反复退改。有经验的编辑认为，撰写审读报告既不可过于简单空疏，也要避免过于琐细，不分主次，抓不住要领。
