This paper discusses the present situation of document management in office, explains the necessity of managing office documents by files and how to carry out managing by files and points out problems in managing office document by files.

Points out that the effective control of documents is the fundamental factor in the whole quality control system, focusing on the sponsoring, management and record of documents and the transformation of alien ones.
