财务监督行政、财务单位和各企业单位的财务人员对各地区、各系统或本单位的财务活动所实施的监督，是行政监督的组成部分，也是财政监督的组成部分。财务监督可以发现财务预算、财务制度、费用标准在实际执行中的问题，为进一步完善各项财务制度提供可靠的依据。财务监督的内容包括:①对单位预算的编制和执行的监督。预算是否进行了科学的编制，收入是否已打全打足，支出是否贯彻了节约原则，各项预算收支完成情况是否与行政任务、事业计划完成进度一致，在人力、物力、财力消耗方面是否做到了物尽其用、人尽其才。②对收入和支出方面的监督。各项收入是否按规定的范围、内容进行，支出是否精打细算、讲究经济效益，购置财产物品是否按控制社会集团购买力的规定执行，有无盲目采购情况。③对资金的监督。预算内外资金是否按规定使用，有无互相转借的情况，各项周转金、现金是否有超定额现象，库存现金有无非法挪用、白条抵库及超过核定限额等情况，财产有无管理不善、损失浪费和失窃等情况④对其他方面的监督。有无计划外基建，特别是非工作用的基建，有无违反财经纪律如贪污、挪用等情况，有无挪用行政经费搞基建的情况，有无弄虚作假、非法冒领等情况。对财务监督的内容，预算内外资金都同祥适用。
