《实施卫生与植物卫生措施协议》（AgreementontheApplicationofSanitaryandPhytosanitaryMeasures）简称SPS协议，是世界贸易组织管辖的一项多边贸易协议，是对关贸总协定第20条第2款的具体化。它既是单独的协议，又是《农业协议》的第八部分。它由前言和正文14条及3个附件组成。主要条款有：总则、基本权利和义务，协商，等效，风险评估和适当的卫生与植物卫生保护水平的确定，适应地区条件，包括适应病虫害非疫区和低度流行区的条件，透明度，控制、检查和批准程序，技术援助，特殊和差别待遇，磋商和争端解决，管理，实施和最后条款。协议涉及动植物、动植物产品和食品的进出口规则。协议适用范围包括食品安全、动物卫生和植物卫生三个领域有关实施卫生与植物卫生检疫措施。协议明确承认每个成员制定保护人类生命与健康所必须的法律、规定和要求的主权，但是保证这种主权不得滥用于保护主义，不能成为贸易壁垒和惩罚措施。协议规定各成员政府有权采用卫生与植物卫生措施，但只能在一个必要范围内实施以保护人类及动植物的生命及健康，而不能在两个成员之间完全一致或相似的情况下，采取不公正的差别待遇。协议鼓励各成员根据国标标准、指导原则和规范来建立自己的卫生与植物卫生措施。协议的宗旨是规范各成员实施卫生与植物卫生措施的行为，支持各成员实施保护人类、动物、植物的生命或健康所采取的必要措施，规范卫生与植物卫生检疫的国际运行规则，实现把对贸易的不利影响减少到最小程度。
协议的附件1为《定义》，对卫生与植物卫生措施，协调，国际标准、指南和建议，风险评估，适当的卫生与植物卫生保护水平，病虫害非疫区和病虫害低度流行区等作出定义。附件2为《卫生与植物卫生措施的透明度》，它包括法规的公布、咨询点、通知程序、一般保留等规定。附件3为《控制、检查和批准程序》，它是关于检疫机构在实施卫生与植物卫生措施时应遵循的程序和要求。
根据协议规定，设立卫生与植物卫生措施委员会，负责协议的实施。
