【外商投资企业可行性研究报告的审查】国家外汇管理局及其分局对外商投资企业的可行性研究报告的审查内容包括:(l)投资审查。要审查外汇投资的外汇来源和各方的投资比例是否符合规定;对以人民币投资的外方投资者的人民币来源进行审查，看其是否是在我国境内其他企业投资所分得的利润，如是，则须由所在地的外汇管理部门证实;外方如以设备投资，必须是企业所斋的设备，以其他设备或商品进口后又换取外汇或人民币的，从严掌握;审查注册资本和实投资本的比例是否合理并符合规定;对其他投资来源从严审查。(2)外汇审查。审查“外汇收支平衡表”时，以落实外汇收人的具体措施为重要条件;外汇收支顶侧不平衡，但“报告”中已列有按国家政策或有关规定，通过“以产顶进”、外汇调剂、外币计价结算以及综合补偿等能够达到平衡的，予以认定;而对外汇收支不平衡、弥补措施不利或措施不符合国家有关规定的，在审查时应立即提出意见或建议，供各部门综合论证研究时参考;审查是否符合外汇利润分配办法及其营运外汇收支菜道等其他有关外汇方面的规定。
