The imperial inspector system is an important part of the politics system in the Qing Dynasty, when the inspector and the governor were the highest chief executives of every province who owned all kinds of power on judicature, administration, military, supervision, enlightenment.

1.古代中央政府派省官出使地方称行省。 2.借指该省官。 3.元代除京师附近地区直隶于中央最高行政机关中书省外，又于河南﹑江浙﹑湖广﹑陕西﹑辽阳﹑甘肃﹑岭北﹑云南等处创设十一行中书省，作为普遍分设全国各地区的中央政务机构，简称十一行省，置丞相﹑平章等官以总揽该地区的政务。行省遂成为地方最高行政区划的名称。明清以后虽不采用行中书省的制度，而行省(或简称省)之名已在习惯上代表大行政区，沿用至今。
