为研究解决各类技术问题所提出的办法与对策。包括科研方案、计划方案、设计方案、施工方案、生产方案、管理方案、技术措施、技术路线、技术改革方案，等等。在实际工作中,对技术方案的提出有两种情况:①根据需要提出某种技术方案，比如某地区缺电，提出建设核电站的技术方案，为了评价这个技术方案的经济效果，又必须同其他技术方案进行比较。其他技术方案称做"替代技术方案"，简称"替代方案"。②为了解决某个技术经济问题，一开始就提出几种不同的技术方案。比如为了解决运输问题，提出建铁路、修公路和开辟水运等三个技术方案。为了评价这三个方案的经济效果，需要在这三者之间进行技术经济比较。这三个方案都可称做"替代方案"，它们之间可以互相替代。技术方案的确定和替代方案的选择，要从实际出发，必须经过认真的调查研究。
