| 扶贫 中国政府和社会帮助贫困地区和贫困户开发经济、发展生产、摆脱贫困的一项社会工作。扶贫有近期、远期的规划和明确的目标，有为实现规划要求而制订的具体计划、步骤和措施，把治标和治本有机地结合起来，以治本为主。除帮助贫困户通过发展生产，解决生活困难外，更重要的是帮助贫困地区开发经济，发展教育，从根本上摆脱贫困，走勤劳致富的道路。 贫困标准 世界多数国家以人们的收入状况来确定贫困线。中国的贫困线主要以是否达到温饱为标准。根据国家统计局规定，1985年农民的消费水平，以年人均收入在150元人民币以下者为贫困型。以后各地实行的标准有些上升为200元，有的发达地区增至1000元。列入贫困线内的扶贫对象分为两类：①集中连片贫困地区。全国有18个片，包括革命老区、少数民族地区和边远山区。这类地区生活条件差，生产力发展缓慢，经济、文化落后，部分农民温饱问题尚未完全解决。②零星的贫困县和贫困户。贫困的原因主要是人口多，劳力少，或家底薄，缺少基本生产和生活资料。 扶贫方式 贫困地区的经济开发方式主要有：①因地制宜地发展种植业、养殖业和加工业，合理地开发矿业，有计划地进行能源建设，发展交通运输业。②发展横向经济联合，把贫困地区开发和发达地区发展结合起来，引进信息、资金、技术、人才和管理经验。③组织发达地区和城市的工商企业、科研单位和中等专业学校、高等院校等与贫困地区建立长期联系，开展对口支援；组织能工巧匠和技术力量帮助贫困地区培训科技人才。④国家在资金、税收等方面采取特殊的优惠政策。分别情况减免一定的税收，资金适当集中，统筹安排，配套使用。对贫困户的扶持方式主要有：①家庭自营。②创办经济实体。③经济联合。④开发投资。⑤安置就业。1995年中国共产党十四届五中全会提出：到2000年基本消除贫困现象，人民生活达到小康水平。 |
