| 选民 electorate 依照法律规定享有选举权和被选举权并列入选民名单的公民。在资本主义国家，并非每个成年公民都能成为选民，常常要受财产、教育程度、年龄等选举资格的限制。中国选举法规定，除依法被剥夺政治权利的人和患精神病而丧失选举能力的人外，凡在选举日年满18岁的公民，都应登记为选民。选举登记按选区进行，由选举委员会对选民资格审查后确认登记。已经登记确认的选民资格长期有效。每次选举前对上次选民登记后新满18岁的和被剥夺政治权利期满后恢复政治权利的选民进行补充登记。选民名单应在选举日前30天公布，并发给选民证。 |
