biOOZhUn Shishi标准实施(诵plementation ofs切Lnda记s)有组织、有计划、有措施地贯彻执行标准的活动。是标准制定部门、使用部门或企业将标准规定的内容贯彻到生产、流通、使用等领域中的过程。标准实施是标准化活动中一个关键的环节，是标准化活动的目的所在，其重要作用主要体现在以下三方面: ①标准只有在实践中贯彻实施之后，其作用和效果才能产生并体现出来。如果一项标准制定出来以后，仅仅写在纸面上而不去贯彻实施，是不会自动地产生任何作用的，更无所谓标准化效果可言了。 ②只有把标准贯彻到生产、技术括动中去，才能真正地衡量、评价标准的质量和水平。标准中规定的技术内容和指标水平是否先进、合理，需要通过标准的实施来检验。 ③只有通过对标准的贯彻实施，才能使标准不断地由低级向高级发展。任何一项标准，都需要在实施过程中，随生产的发展和技术进步而不断更新、不断修改。标准的制定一实施一修订(或再制定)这样一个不断发展、循环往复的过程，就是标准由低级向高级逐渐发展的过程，如果离开标准的实施，这个过程便终止了。所以，贯彻实施标准是标准化活动的关键环节，是标准不断向前发展的内在动力。法律对标准实施规定的要求，包括5方面:①强制性标准必须执行;②推荐性标准，国家鼓励企业自愿采用;③建立并实行产品质t认证制度;④出口产品的技术要求依照合同的约定执行;⑤企业标准化工作的要求，企业研制新产品、改进产品和进行技术改造应当符合标准化要求。(邓瑞德)
