环境问题广义指任何不利于人类生存与发展的环境结构和状态的变化。狭义多指环境结构和状态在人类社会行为的作用下发生的不利于人类生存和发展的变化。环境问题可以分为两大类:一类是生态破坏问题，如森林消失、物种灭绝、草地退化、耕地减少、水土流失等;另一类是环境污染问题，包括大气污染、水污染土壤污染等，也包括由上述污染所衍生的环境效应，如温室效应、臭氧层破坏、酸雨等。环境问题可能以某一类为主，但大多是两类环境间题交织在一起，相互作用，相互影响。总的来说，环境问题是人们受认识局限的影响，在错误的价值取向支配下所采取的不明智的社会经济行为引起的。20世纪50年代以来，环境问题一直在加速发展，已成为制约社会、经济可持续发展的重要因素，是人类社会面临的严峻挑战之一。由于经济的日益发展和人口的不断膨胀，当前的环境问题具有以下明显特点:①从局部扩展到区域乃至全球，已成为全人类所面临的共同性问题。②从地表延伸到高空及地下，呈立体态。③表现形式更加多样化，具有明显的地域性。④影响日益广泛而深远，不仅直接损害人类的健康和福利，而且影响人类的生活方式、生产方式乃至社会经济活动，威胁人类的生存和发展，既影响当代人的生存和发展，又威胁后代人的生存和发展。环境问题的解决需要依赖于社会各界、全球各国的共同努力、真诚合作和积极行动。
