填海原则
由于环保人士认为填海工程会破坏环境，所以他们均反对进行填海工程。在香港，部分环保人士于2003年就一项填海工程提出诉讼，希望能推翻有关规划。2004年1月9日，香港终审法院宣判环保人士胜诉，并提出了进行填海的三个原则：
·有迫切及凌驾性的当前需要(包括社群的经济、环境和社会需要)
·没有其他可行方法
·对海港的损害减至最少
这次判决影响深远，可能会影响其他地区日后填海的原则。
