According to The Computer Software Protection Regulation, all end users should be responsible for their illegal activities, but in the interpretation of this law by The Highest People s Court of China, only when end users put software into commercial usage should they bear responsibility.

The major problems regarding the infringement of computer software in China are software registration, software lease and the end user and the like.
