In response to the SERC\'s file and to provide a level playing field for the fossil-fired unit who with different peak capacity,encouraging the power plants actively participate in peaking,the paper will look at how the peaking to impact the units in economy and security,and find the demarcation point of paid peak regulating and free peak regulating.
为响应电监会《并网发电厂辅助服务管理暂行办法》(电监市场[2006]43号)的文件号召,同时,在发电电力市场中,给不同调峰性能的火电机组机组提供一个公平的竞争环境,鼓励火力发电厂积极参与电网调峰,本文首先从经济性和安全性两方面分析了调峰(尤其是降负荷调峰)给机组带来的影响,找出单个机组有偿调峰无偿调峰的划分限度,然后结合整个电网情况,利用凸包求重心法和最小距离法两种方法,归纳出电网的有偿无偿划分点,将电网部分调峰容量纳入有偿辅助服务行列,为发电厂之间的公平竞争构造环境,从而促进电力市场化的稳步和谐发展。
