In the practice of public transport priority, according to different relation between government and public transport enterprise, this paper divided the type of local government\'s effects into three different pattern: public monopoly, deregulation and competitive tendering.

The thesis systematicly analyzes the process of governmental competitive contract bidding, which expounds quite a few of ill phenomena and malpractices of bidding process by using economic language and principle, then puts forth many concrete measures of bidding and precaution.

By using the World Bank s modes for reference,the establishment of competitive bidding mechanism with both distinctive Chinese feature and international practice is also put forward.
