While under the traditional system of state-owned enterprises, supernumerary unemployment and social burden are the key points restraining the enterprises from improving their efficiency.

Hence, this essay is to propose we set up an expense bearing system, perfect law aid system, improve the reform on lawsuit expense system and budget the law court to ensure the people to enjoy their lawsuit right.
