被动平衡
【被动平衡】“主动平衡”的对称。通过弥补自主性交易差额而进行的交易来维持的国际收支平衡。这种平衡是通过调节性交易(又称事后交易)来实现的。如一国的进口商取得出口商或外国银行延期付款的权利，逆差国得到顺差国或国际货币基金组织等国际金融机构的短期资金融通，域动用其黄金、外汇储备等，以达到国际收支平衡。被动平衡通常又有两种做法:一是在国际金本位制度条件下，一国的国际收支通过“物价—现金流通机制”的作用，依靠价格和汇率的变动，引起的黄金输出人的增减而自动达到平衡，称为自动性调节;二是一国的国际收支通过政府采取的各项财政、金融、外贸、外汇等政策而取得的平衡，称为政策性调节。通过调节性交易来维持的国际收支平衡不是真正的平衡，仅为形式上的平衡。
