A two demension Ohm heating theoretic model in magnetizing ionosphere and the ray-tracing model in the discrete ionosphere background are used to diagnose the characteristics of the Over-The-Horizon Radar(OTHR) wave quantitatively,which transmit through the heated region in ionophere(mainly about the doppler shift and the phase shift).
