【折旧费】是住宅在使用过程中，随着住宅的磨损而逐渐转人租金的那部分价值。住宅的原始价值，扣除残余变价，被使用期限除，便得出折旧额。住宅的价值包括土建、水、电、暖气、卫生设备等，而不应包括其他费用，否则会增加住户的额外经济负担。目前，房产管理部门一般将住宅的自然使用年限作为折旧使用年限。没有将物价上涨和精神磨损等因素考虑进去，折旧年限偏长。合理地确定折旧年限，对保证住宅的更新、改造，促进技术发展和正确的核定租金具有重要意义。
