又称全苏运输工程科学研究院，是苏联铁路基建部门的综合性科学研究机构，也是苏联铁路工程建设的科学研究中心。它的主要任务是解决铁路(包括地下铁道)新线建设和旧线改造的勘测、设计、施工等方面的理论和应用问题，并研究工程经济等方面的课题。此外，还担负着培养科学技术博士和副博士的任务。
科学研究院于1950年成立，院址设在莫斯科。它的前身是交通部全苏铁道运输科学研究院的铁路施工与设计研究所,1954年8月14日由交通部划归运输工程部领导。据1980年统计，全院共有科技人员约1700名，其中博士16名，副博士约260名。
