Based on risk management theory and international strategic requirements on disaster reduction,and against the risk characteristic law of forest fire suppression,the author brought up the strategies and measures of Human-oriented,risk-cognizing,risk-early-warming,risk-avoiding,risk decision,risk-controlling,emergency escaping and so on.

Based on the analysis of the key factors affecting the forest fire arising,spreading and suppressing,and using multi-linear regression analysis method,the authors built an empirical statistics model of gravely extra large forest fire suppression.
